The two analytical definitions for sense 1 of exterior are essentially identical substitutes. Given this, the relevant sense of the noun outside would be the one that would best conform to the first substitute (“being on the outside surface”). This will generally be the case in a definition like that at sense 1 for exterior and also in definitions where an analytical definition is followed by one or more synonyms. See, for example, sense 3 of the noun entry for outside, in which the relevant senses of appearance (the three sub-senses of sense 1) are those which conform most closely to the analytical substitute (“an outer manifestation”).
