1. It shall be permitted to perform an analysis in advance of the data collection process using an assumed valu of k, proviede the value of k is substantiated by data collection in accordance with the requirements of Section 2.2.6 prior to implementation of the rehabilitation strategies.

2. The authority having juridiction should require that it be demonstrated that the design of the seismic rehabilitation measures has been performed in conformance with local building regulations, the stated design basis, the intent of this standard, and/or accepted engineering principles.
